• deliver high quality services near to their homes
• provide out-of-hospital services in familiar surroundings
• extend access to practice based family care

Work with Primary Care Trusts and other providers to:

• develop improved care pathways
• deliver cost effective high quality services in General Practice
• support changes in their provider status
• prevent fragmentation of care and to keep services in the NHS family
  

Work as an innovative leader in leading negotiations for its partners with:

• Primary Care Trusts and Strategic Health Authorities
• Secondary care providers
• Third party providers
